The problem
Build-out cabling fails when the sub misses rough-in, leaves unlabeled drops, or cannot produce as-builts the owner's IT will accept. The GC owns that failure even when the sub caused it.

Atkins Tech Solutions scoped counts from the plan, pulled and terminated copper, labeled to TIA-606 practices, tested, and handed off a plant the next trade could patch into. Schedule was treated as part of the scope, not a hope.
